Have a second core set with 4 new races and new map titles. This would add a lot of variety to the mix, and also give components for larger games or even multiple games at once out of 2 sets.
I would do Necrons, Tyranids, Tau, and Dark Eldar. I know a lot of people like Imperial Guard, but it feels like there would be a lot of overlap with the Space Marine faction with all its Imperial infrastructure.
A new world type could be Relic worlds, which gives you a relic asset. Relic assets can be spent during a combat round to add temporary guns or shields to your side, allowing you the extra little something you needed to eliminate a unit or win a battle.
Tyranids have one building type, which counts as a City, a Factory, and a Bastion. They cant build Hives normally, but their dominate order would destroy all buildings on a world and replace them with a Hive. For their combat deck they could have weaker cards than other factions, but have combos that allowed them to play extra cards during a round of combat, allowing you to possibly overwhelm your opponent with a swarm of cards.
Their Advance order (Combat Strains), if it started a combat, could allow them to choose a combat upgrade still in their upgrade pile and have one copy of it start in their combat hand to represent the various strains particular broods have. This card would return to the upgrade pile at the end of combat.
Their Strategize (Adaptive Evolution)order could allow them to swap out one purchased upgrade card for one card in their upgrade pile of the same tier, giving them a varied and well tailored combat deck.
Necrons could focus on surviving fights even when routed, but have poor morale, and also on utilizing Relic tokens in interesting ways. They would have a fair number of combat cards that would allow their routed units to escape to friendly worlds, allowing them an long term economic advantage as while they would lose fights, their units would almost never actually die.
Wish the chance was there to develop these more, but alas, I can not.
Cheers, Forbidden Stars fans. Your joy of the game gives me joy.
